Preparing a Risk and Resilience Assessment in Fragile and Conflict-Affected Settings with Caroline Vagneron and Sara Batmanglich

Jointly organized by GHD, the Conflict Transformation Lab, and the Conflict Resolution Program.

The first step of designing any intervention on Fragility, Conflict and Violence (FCV) is to better understand what is actually driving it. FCV is incredibly diverse, dynamic, and context-specific and thus it can manifest differently, and sometimes – when dealing with pure fragility – it can be felt but is perhaps ‘unseen’. Assessments are therefore critically important in order to provide a coherent and comprehensive understanding of the various elements feeding, fueling or driving FCV (or risks of it). They should also highlight what it means for development actors seeking to mitigate or directly address these risks. There are numerous different conflict and fragility assessment frameworks out there; almost every bilateral and multilateral development actor has their own. But while each might have slightly different emphasis, terminology and/or approach – there are many common elements across them.

This workshop will provide a deep dive into how the World Bank conducts Risks and Resilience Assessments (RRA). It will include country case studies for a hands-on learning experience.

About the Instructors

Caroline Vagneron is Special Assistant to the Vice-President for Human Development at the World Bank. Caroline previously worked in the Fragility, Conflict and Violence Group, where she managed the Fragility Forum, one of the largest global events bringing together humanitarian, development, peace and security communities to exchange innovative ideas and knowledge to improve development approaches in conflict and violence-affected environments. She is an Adjunct Professor at Georgetown University’s Global Human Development (GHD) Program.

Sara Batmanglich is currently a Senior Operations Officer in the Fragility, Conflict and Violence (FCV) Group at the World Bank where she coordinates the Bank’s Risk and Resilience Assessments (RRAs). Sara joined the Bank from the OECD, where she was a Peace and Conflict Advisor in the Crises and Fragility Unit, leading on the flagship States of Fragility report as well as the policy research portfolio for the International Network on Conflict and Fragility.
